A slick video of gleaming new ambulances, captioned with news that Japan had handed Sri Lanka’s 1990 Suwa Seriya emergency service 100 state-of-the-art vehicles, raced across Sri Lankan social media. At a moment when the fleet’s expansion is a live public issue, the story landed as welcome news. But the footage looked oddly seamless, and the paperwork that would accompany a real donation was nowhere to be found. Here is what our fact-check uncovered.

Social Media Posts: The Viral Claim About Japanese Ambulances

The video claimed that, under Japan’s Official Development Assistance programme, 100 modern ambulances had been donated to strengthen Sri Lanka’s 1990 Suwa Seriya pre-hospital emergency medical service. According to the posts, the vehicles were equipped with AEDs, oxygen and respiratory support, advanced life-saving monitors and GPS communication technology, and were to replace ageing vehicles, with most allocated to rural and hard-to-reach areas.

We therefore fact-checked the claim to determine its authenticity.

Fact-Check: No Official Record of a Japanese Ambulance Donation

If Japan had donated 100 modern ambulances to Sri Lanka’s 1990 Suwa Seriya service, the Ministry of Health would have officially confirmed it, and mainstream media and other credible sources would have reported it. Our investigation found no reliable official source confirming that any such donation took place.

Every ambulance donation and tender for Sri Lanka’s health sector is registered under the Ministry of Health. No official or credible source confirmed that Japan planned to provide 100 ambulances to the Suwa Seriya service, and we found no evidence of such a tender or any official confirmation.

India, Not Japan, Is Preparing to Provide 100 Ambulances

Mainstream media have reported that it is the Indian government, not Japan, which is preparing to provide 100 ambulances to the Suwa Seriya service. Health and Mass Media Minister Nalinda Jayatissa made the announcement at a ceremony held on 31 July 2026 to mark the service’s 10th anniversary, attended by the Indian High Commissioner.

According to a post on Minister Nalinda Jayatissa’s official Facebook page, the Suwa Seriya fleet was set to expand to 470 vehicles, with 100 additional ambulances from the Indian government and 50 through the Tata Foundation. These ambulances had not yet arrived in Sri Lanka; the Minister stated that arrangements were underway and the process was in its final stage. Further details are available here and here.

1990 Suwa Seriya Chairman Niroshan Ratnayake Confirms the Claim Is False

When we contacted him, 1990 Suwa Seriya Foundation Chairman (Retd.) Major Niroshan Ratnayake dismissed reports of Japan donating 100 ambulances as entirely false, confirming that no such offer, preparation or agreement existed.

He noted that arrangements were, however, underway to receive 100 ambulances from the Indian government and 50 through the Tata Foundation, expected to arrive by next year. He added that, since 2023, the Health Ministry had also worked with the Asian Development Bank to acquire 45 ambulances. He emphasized that the Indian government had remained the sole donor to Suwa Seriya since its inception, and that 319 ambulances were currently operational in the field.

An AI-Generated Video Was Behind the Viral Ambulance Footage

The circulating video showed moving ambulances that appeared entirely unnatural, though some users mistook the clip for authentic footage. Because no such donation had occurred, we analyzed the video using several AI-detection tools, which confirmed it had been synthetically generated.

About the 1990 Suwa Seriya Ambulance Service

Established in 2016 through an Indian grant, the 1990 Suwa Seriya Foundation was launched with 297 Tata Sons ambulances, later expanded to a 322-vehicle pre-hospital emergency care fleet with 25 state-donated units, 319 of which remain operational today.

To meet its target fleet of 450 active and 25 backup ambulances, and to address a current shortfall of about 150 units, the Foundation is securing 100 Indian-granted ambulances, 50 donated by Tata Sons, and 45 negotiated through the Asian Development Bank since 2023, with active measures underway to expedite the Indian delivery. Further details can be viewed here and here.

Conclusion: Japan Did Not Gift 100 Ambulances to Suwa Seriya

Our fact-check found that reports claiming Japan donated 100 ambulances to the 1990 Suwa Seriya service are false. The Suwa Seriya Chairman confirmed that no such gift exists or is planned, and the viral video was AI-generated. Agreement has instead been reached for 100 ambulances from the Indian government and 50 through the Tata Foundation, which the Health Minister confirmed are in their final stages.
